A Site in EMAction is a GPS geofence with a configurable radius, not a building with floors. Zones are sub-areas of a site — a berth, a wharf apron, a container stack, a workshop — and Workers are placed against those zones rather than a floor plan.

Reports from registered people create an incident immediately; reports from everyone else are saved as drafts flagged for duty warden review — which matters where stevedores, truck drivers and contract crews rotate through daily and are never on a fixed roster.
